Rachel Baxter

Rachel Baxter, CFA, ACA, is a Portfolio Manager and European Head of Bond Index in Vanguard’s Fixed Income Group. Ms. Baxter has been a Portfolio Manager in the Global Bond Index team since 2019, focusing on U.K., European, and Emerging Markets fixed income.

Prior to joining the Bond Index team, Ms. Baxter was the Chief of Staff to the global Chief Investment Officer (CIO), supporting the CIO’s leadership of the global investment division, and partnering directly with the global investment leadership team to design and drive strategic investment initiatives and business goals.

Ms. Baxter’s previous experience also includes driving global fixed income investment strategy and active fixed income portfolio construction as Investment Strategy Project Manager to Vanguard’s Global Head of Fixed Income. Prior to this role, Ms. Baxter was a Credit Research Associate, focused on European credit analysis in the Industrial and Financial sectors.

Ms. Baxter is a CFA® charterholder and a Chartered Accountant with the Institute of Chartered Accountants in England and Wales. She earned a B.A. from The University of Nottingham.
